God’s Perfect Timing in Hawaii’s Capitol

For years, Pastor Frank Cuozzo, Capitol Ministries’ Ministry Leader in Hawaii, prayed faithfully for the Lord to open doors in the Hawaii State Capitol. The calling was clear—but the pathway was not.
In the early days, progress felt slow. Frank would arrive at the Capitol month after month—sometimes meeting on picnic tables, sometimes only with staff, and often simply walking the upper floors in prayer. Offices were hesitant. Doors remained closed.
Yet Frank did not quit.
“I learned early on,” Frank shared, “that this ministry requires consistency and perseverance. You keep showing up. You keep praying. You keep trusting that God will open the door in His time.”
And He did.
One of the clearest examples of God’s perfect timing came through an unexpected connection. While traveling, Senator Steve Daines—who participates in the Capitol Ministries Bible Study in Washington, D.C.—struck up a conversation on a flight with Adriel Lam, a community leader from Hawaii with strong connections at the State Capitol and a heart for public servants.
As they spoke, Senator Daines asked a simple question:
“Do you know that we already have a Capitol Ministries leader in Honolulu?”
Within minutes, he connected Adriel directly with Frank. What followed was a God-ordained partnership.
Adriel began walking alongside Frank—helping open doors in Hawaii’s political arena, making key introductions, and standing with him as Bible studies moved from hallways and picnic tables into lawmakers’ offices.
“If it weren’t for that connection,” Frank admitted, “we might still be meeting outside. God used that moment to open doors I had prayed for, for years.”
By the 2025 legislative session, the Lord’s faithfulness was clearly evident. Bible studies began meeting regularly inside legislators’ offices—hosted by both Republicans and Democrats.
Lawmakers welcomed the Bible studies and Frank’s pastoral care. One legislator shared that God’s Word helped him wrestle honestly with the tension between party pressure and biblical conviction. Others invited Frank and Adriel to return and teach the Word of God with clarity and boldness.
This year has begun with even greater momentum.
“We are no longer explaining to lawmakers why we are here,” Frank said. “They know our heart. They know this ministry is about God’s Word—not politics.”
The greatest prayer need now is for continued growth—especially among lawmakers who have not yet been reached. In a state where spiritual opposition is strong, Frank remains encouraged.
“This ministry takes time,” he reflected. “Sometimes years. But when God sends the rain, it is unmistakable.”
